Moth Woman was originally designed for animal conservation specializing in endangered species. Dr. Phillip stationed Moth Woman in Ontario Ca to control the area near Lake Huron with a tone of animal based robots to hopefully not alert the local community. Since Moth Woman's sector looks like an animal sanctuary from the outside, Dr. Phillip could use it to hide his more experimental or dangerous robot designs.
