Description of that level
That one guy has given orders to Bass.
There's this one abandoned underground base (one of many) that's been exhibiting strange activity. Really, it shouldn't be active right now lest it brings danger to their doorstep and preemptive-plan-thwarting sometime in the future.
It's Bass' job to investigate the base and shutdown the system...and perhaps fight a mighty foe, worthy of taking down Mega Man!
