this is supposed to be an extra stage for the series, i imagine if this was a normal game this level wouldn't be required to beat the game and could be played anytime before the fortress stages (which means i guess you'd be able to beat this first?), this stage is junkyard themed literally only because ''Punk'' and ''junk'' rhyme, wanted this stage to use mostly enemies from the other stages like a fortress stage but it ended up having some of it's own enemies and gimmicks anyways...Punk doesn't have a weakness, well like he does but it's like Metal Man in Mega Man 2 where you get his weakness from beating him, you either beat him with just the Buster now or later
