Cuts Man knew he couldn't battle Mega Man so he secretly dug a hole underground and laid out obstacles, which bought him time to get into a robot machine (seen at the very end). That's why the first time you see Cuts Man, he falls down the pit and dies, but in the level he doesn't actually die.
